The following resolution was adopted by the International Association of Democratic Lawyers at its Council meeting on 7 February 2021, building upon our multiple calls for an end to unilateral coercive measures and the specific unilateral coercive measures imposed upon Venezuela by the United States, Canada and the European Union. IADL RESOLUTION URGING IMMEDIATE ACTION TO END BLOCKADE ON VENEZUELA

The International Association of Democratic Lawyers, in accordance with its democratic principles and its organizational processes, expresses that the population of the Bolivarian Republic of Venezuela is the victim of an economic, financial and commercial blockade imposed by the United States of America, Canada and their European Union allies, which formally began on December 18th, 2014, with the approval of the US Congress Act 113-278, which has generated a serious and massive violation of Venezuelans’ human rights to life, health, personal integrity and food.

These unilateral coercive measures prevent the Venezuelan State from managing its international reserves and other resources found in the international financial system. In addition, it has practically paralyzed the oil industry, which represented more than 95% of the country’s income, to the extent that a gasoline supply crisis has been created in the country with the largest proven hydrocarbon reserves in the world.

Since March 2020, Venezuela has been facing the COVID-19 pandemic, the appearance of which has generated a real threat to human life and health. The pandemic has put health care systems to the test and negatively affected economies around the world.

Faced with this reality, the Venezuelan State has expressed its willingness to acquire the vaccines for COVID-19 in order to guarantee life and health and vaccinate free of charge all people in equal conditions. However, it has not been able to buy them since its international resources are in foreign private banks that do not allow the Venezuelan State to administer and access its own funds, due to the unilateral coercive measures imposed by the United States of America and the European Union.

The IADL calls upon the international community and relevant financial institutions as follows:

  1. IADL calls upon the international financial system and relevant banks to urgently release the financial resources which would allow the Bolivarian Republic of Venezuela to acquire for its population the doses for the vaccine against COVID-19.
  2. IADL demands that the States that impose an economic, financial and commercial blockade to the detriment of the Venezuelan population immediately cease these actions, especially during the COVID-19 pandemic.
  3. IADL urges the Secretary General of the United Nations and the High Commissioner for Human Rights to adopt all measures at their disposal to achieve these tasks.

RESOLUCIÓN DE LA AIJD INSTANDO A UNA ACCIÓN INMEDIATA PARA PONER FIN AL BLOQUEO A VENEZUELA

La Asociación Internacional de Juristas Demócratas, fiel a sus principios democráticos y del orden institucional que los rige, manifiesta que la población de la República Bolivariana de Venezuela es víctima de un bloqueo económico, financiero y comercial impuesto por Estados Unidos de América, Canadá y sus aliados de la Unión Europea, que comenzó formalmente el 18 de diciembre de 2014, con la aprobación en el Congreso norteamericano de la Ley 113-278, que ha generado una violación grave y masiva a sus derechos humanos a la vida, salud, integridad personal y alimentación.

Estas medidas coercitivas unilaterales impiden al Estado venezolano administrar sus reservas internacionales y demás recursos que se encuentran en el sistema financiero internacional, además de haber generado que la industria petrolera, que representaba más del 95% de sus ingresos, se haya prácticamente paralizado, al punto que en el país con las reservas probadas de hidrocarburos más grandes del mundo se haya generado una crisis de suministro de gasolina-nafta.

Desde el mes de marzo de 2020 Venezuela se encuentra enfrentando la pandemia de la COVID-19, cuya aparición ha generado una amenaza real a la vida y la salud de la humanidad y ha puesto a prueba los sistemas de atención sanitaria y afectado negativamente la economía en todo el mundo.

Ante esta realidad, el Estado venezolano ha manifestado su voluntad de adquirir las vacunas para el COVID-19 y aplicarlas gratuitamente para garantizar la vida y salud de todas las personas en condiciones de igualdad. Sin embargo, no ha podido comprarlas debido a que sus recursos internacionales se encuentran en bancos privados extranjeros que no permiten que el Estado venezolano pueda administrarlos, en ejecución de las medidas coercitivas unilaterales impuestas por Estados Unidos de América y la Unión Europea.

Desde la AIJD nos dirigimos a la comunidad internacional y el sistema financiero a los fines de:

  1. Solicitar al sistema financiero internacional la liberación con urgencia los recursos financieros que permitan a la República Bolivariana de Venezuela adquirir las dosis de la vacuna contra el COVID-19 para su población.
  2. Exigir a los Estados que imponen el Bloqueo Económico, Financiero y Comercial en perjuicio de la población venezolana cesar inmediatamente de estas acciones, especialmente durante la pandemia de la COVID-19.
  3. Exhortar al Secretario General de la Organización de las Naciones Unidas y la Alta Comisionada de Naciones Unidas para los Derechos Humanos, adoptar todas las medidas a su alcance para lograr este cometido.
